Balrampur Chini Mills Limited (BCML), founded in 1975, is one of India’s largest integrated sugar producers. Over time it has grown from a pure sugar company into a full bio-refinery. It works across sugar, ethanol, bagasse-based power, and now bio-based materials.
Under its dedicated Balrampur Bioyug vertical, the company is building India’s first commercial industrial-scale Poly Lactic Acid (PLA) biopolymer plant.
Bioyug PLA is made directly from renewable sugarcane starch and is 100% bio-based and industrially compostable, built to replace single-use petro-plastics. The plant runs on 100% renewable power, and its closed-loop process cuts greenhouse gas emissions by 68% against fossil-based plastics.
Its resin pellets can be bought and converted by other manufacturers into films, containers, straws, fabrics, and more.
Key Things to Know:
- Makes PLA bioplastic resin directly from sugarcane, supplying the raw material rather than only finished goods
- Products are 100% bio-based and industrially compostable
- Plant runs on 100% renewable power and cuts emissions by 68% against fossil plastics
- Offers seven PLA resin grades for different uses, plus finished items like bottles and bags
- Commercial plant capacity of 80,000 tonnes per year, commissioning by Q2 2026
- Part of a listed public company founded in 1975, backed by ₹2,850 crore investment

BCML’s PLA push is backed by the Uttar Pradesh Bioplastic Industry Policy 2024, which aims to make the state a hub for India’s biopolymer industry. For technical delivery, the company has partnered with global technology providers including Sulzer AG, Alpine Engineering GmbH, and Jacobs.
The Kumbhi facility is fully integrated with BCML’s sugar mill, so it can process raw sugarcane juice into lactide and PLA pellets on a single site.
The commercial plant is designed for 80,000 tonnes of PLA per year, with a separate 100 TPA pilot facility for co-polymer R&D.
